Teachers of Content vs Access

The question that I had intended to ask during the meeting dealt with the notion that General Education teachers teach content and SPED teachers are concerned primarily with access. My question is, how does one 'teach' something without facilitating understanding or providing access to the new information, or as I have often heard Dr. Graves say, "new concept, rule or strategy"?
